United Methodist Church: A Brighter Future for Children and Youth
A Brighter Future for Children and Youth, a grant program of the United Methodist Church, supports projects which help children ages 5 to 18 handle one or more of the following issues: abuse, relationship violence, bullying of any type, or gang violence. Funded projects should involve women and youth at the grassroots level as well as promote respect for and appreciation of racial/ethnic diversity. Grants are provided for small-scale, community and church-based projects. Groups affiliated with national organizations, hospitals, and organizations with budgets totaling more than $3,000,000 are not normally funded. The 2008 application deadline is July 1. Samuel Harris Fund for Children's Dental Health
The Harris Fund will award competitive grants to applicants whose oral health promotion programs are designed to improve and maintain children's oral health through community education and outreach programs. The grant program's main objective is to help children whose socioeconomic status impacts their access to professional oral care and adversely affects their oral health habits at home.
Examples of qualified oral health promotion programs include the following: dental health education programs in conjunction with preventive programs such as fluoride and dental sealant application programs; oral health and nutrition education materials designed for parents, caregivers, and/or child care professionals; dental health education conducted at schools, health fairs and social service agencies, or via outreach programs; instruction in the proper use of oral care products; and development of public service announcements to increase awareness of, and appreciation for, proper childhood oral care.  The application deadline is 7/17/08.  More information is available online at www.ada.org/ada/adaf/grants/harris.asp

The Job Opportunities for Low-Income Individuals (JOLI) program helps low-income individuals achieve economic self-sufficiency.  The purpose of the JOLI program is to create jobs to be filled by low-income individuals.  JOLI applicants provide technical and/or financial assistance to private employers in the community to assist them in creating employment and business opportunities for individuals receiving TANF and other low-income individuals.  In order to create these sustainable employment and other opportunities, funded projects should focus on the following three program strategies:  (1) new business ventures, (2) business expansion, and (3) self-employment/micro-enterprise projects.  A letter of Intent must be submitted by 5/22/08 and the application deadline is 6/2/08.  For further information, visit the webs ite at www.acf.hhs.gov/grants/open/HHS-2008-ACF-OCS-EO-0054.html .

 

Mattel Domestic Grantmaking Program
Mattel and the Mattel Children's Foundation have announced they will continue the Mattel Domestic Grantmaking Program, which provides funding for organizations benefiting children in the United States.  Mattel's funding priorities include: programs that directly and effectively impact children with demonstrated needs (physical, financial, emotional, and health-related); preferences to programs with demonstrated results; and organizations that use creative and innovative methods to address a locally defined need directly impacting children. Preference will be given to organizations or programs that align with Mattel's philanthropic priorities: Learning -- Increasing access to education for underserved children and, in particular, innovative strategies to promote and address literacy; Health -- Supporting the health and well-being of children, with particular emphasis on promoting healthy, active lifestyles; and Girl Empowerment -- Promoting self-esteem in young girls, up to age 12.  The grants Grants will range from $5,000 to $25,000 each for one fiscal year. HHSC proposes new rules relating to the establishment of a grant program for regional and local health care programs. This rule defines regional and local health care programs and provides for the competitive award of grants to support the initial establishment and operation of regional or local health care programs. These programs would improve the health of employees of small employers and their families by improving the employees' access to health care and by reducing the number of those employees who are uninsured. While not required by SB 10, rules are necessary to establish guidelines related to the application, selection, and evaluation processes for the grant program and to ensure that the grantmaking process is transparent for HHSC's stakeholders and prospective grantees. Fiscal note: no direct appropriations were made by the 80th Legislature for this purpose. The Foundation's grantmaking supports strategic advocacy that aims to transform public policy at the local, state and national levels.  The Foundation enables people to play leading roles in remedying the problems they confront in their neighborhoods and communities.   Grants are made in the following program areas: Community Development, Criminal Justice, Environment, Health, Human Rights and Global Security, Reproductive Health and Sexual Health, Youth, and Civic Participation.  Special Opportunities grants support efforts that do not fit the foundation's funding criteria in other areas but are identified as opportunities for the Foundation to play an important role in establishing, enhancing or replicating effective programs that primarily serve disadvantaged people.   Organizations within the US receive the bulk of the Foundation’s grants, but there are no geographic restrictions.

The PUC proposes new rules, relating to One-Time Bill Payment Assistance Program, and an amendment relating to Critical Care Customers. The proposed new rule and amendment will define a one-time bill payment assistance program for an eligible residential customer who has been threatened with disconnection of electric service and who is or has in his/her household a low-income person who is seriously ill or disabled and whose health or safety may be injured by the disconnection.  The bill payment assistance program requires that funds be appropriated from the system benefit fund by the Legislature. Funds were not appropriated for this purpose for the 2008-09 biennium, thus the bill payment assistance program will not immediately be available to customers. The PUC is conducting this rulemaking proceeding so that the program may be implemented in the future should funds be appropriated.

Community-Oriented Connectivity Broadband Grant Program

The Community-Oriented Connectivity Broadband Grant Program is designed to provide financial assistance to furnish broadband service in rural, economically-challenged communities where such service does not currently exist.  Grant funds may be utilized to deploy broadband transmission service to critical community facilities, rural residents, and rural businesses and to construct, acquire, or expand, equip, and operate a community center that provides free access to broadband services to community residents for at least two years.  Grants will be awarded, on a competitive basis, to entities serving communities of up to 20,000 inhabitants to ensure rural consumers enjoy the same quality and range of telecommunications service as are available in urban and suburban communities.  The application deadline is 8/20/07.
