General Description                                                                                                                                             

Performs moderately complex (journey-level) monitoring work to include: program compliance, monitoring, and financial review for federal and state funded energy efficiency programs, specifically the Community Services Block Grant and/or the Emergency Shelter Grants Program the Department of Energy (DOE) Weatherization Assistance Program (WAP) and Low Income Home Energy Assistance Program (LIHEAP).  Work involves examining and reviewing records, reports, financial statements and management practices to ensure compliance with federal and state legislative requirements. Conducts monitoring for program efficiency and effectiveness to ensure the service delivery for target populations is achieved.  May train others.  May perform and evaluate compliance testing of significant controls to determine reliance of accounting systems.  May develop training materials for subrecipient organizations.  Works under moderate supervision with considerable latitude for the use of initiative and independent judgment.

Specific Job Responsibilities

·         Reviews and interprets Codes of Federal Regulation, Circulars, federal and state legislation applicable to programs and/or grants as assigned., and Texas Administrative Code requirements.

·         Examines the accounting records of assigned subrecipients for accuracy, and compliance with legal regulations.

·         Reviews subrecipients accounting systems and interna l c ontrols and recommends changes in procedures as needed.

·         Develops monitoring objectives and procedures to conduct monitoring review.

·         Performs reviews of assigned subrecipients financial management system and program operating budgets.

·         Performs review of General Ledgers, accounting work papers, cash disbursements journal, bank reconciliations, and relevant support documentation for allowability of program charges and sufficiency of support documentation for all TDHCA contracts.

·         Performs inspection of low-income housing dwellings which may have potential health and/or safety hazards.

·         Prepares monitoring reports which address areas of non-compliance, programmatic and fiscal findings, and recommendations or corrective action required of al l c ontracts reviewed.

·         Prepares written responses to subrecipients responding to monitoring reports and or correspondence.

·         Provides training and technical assistance as needed or during monitoring to correct noncompliance areas.

·         Participates in the development of programmatic monitoring instruments; and, team monitoring visits as assigned by supervisor.

·         Responds to Congressional inquiries as assigned by supervisor.

·         Verifies assigned subrecipients proficiency in using weatherization assistance program (WAP) diagnostic tools.

·         Coordinates monitoring schedules with other Community Affairs and Department employees.

·         Reviews monthly financial and performance reports for assignedsubrecipient organizations.

·         Maintains assigned subrecipient program and monitoring files and ensures master file for Section has copies of al l c orrespondence and reports between the Department and subrecipient.

·         Attends section, division, and departmental meetings.

·         Complies with all applicable safety rules, regulations and standards set by the Department.

·         Adheres to all Department policies and procedures.

·         Responsible for becoming fully knowledgeable of the Department’s Fraud, Waste and Abuse Prevention and Detection Program, including performing risk assessments of significant business processes and identifying and communicating control processes and steps to mitigate unacceptable risks.

·         50% travel required

 

Education, Knowledge, Skills and Abilities

·         Graduation from an accredited four-year college or university with a degree in accounting, business administration, public administration, or social sciences. 

·         Two years experience in accounting or auditing work. 

·         Experience can be substituted for education on a year for year basis. 

·         Two years experience working with a related program conducting monitoring of the program preferred.

·         Knowledge of financial management systems.

·         Knowledge of local, state, or federally funded low income assistance programs

·         Ability to interpret state and federal regulations

·         Ability to compose clear and concise reports.

·         Ability to evaluate accounting and management practices for accuracy and lega l c onformance.

·         Effective verbal and written communication skills necessary to provide oral and written information to subrecipients  and to the Department management.

·         Knowledge of Microsoft products such as Windows, Word for Windows, Excel, and Access.

·         Ability to gather, assemble, correlate, and analyze data and devise solutions to identified issues/problems.

·         Ability to relate and establish rapport with others.

·         Ability to maintain a good working relationship with subrecipient organizations, peers, and management.
