    Community Action Agencies (CAAs) were established through the Economic Opportunity Act of 1964 as part of President Lyndon B. Johnson’s War on Poverty. Guided by the Promise of Community Action, CAAs are dedicated to changing lives, fostering hope, and improving communities through programs that address economic stability, housing, education, and more.

    Since 1968, the Texas Association of Community Action Agencies (TACAA) has been the unified voice for CAAs across Texas. As a nonprofit network, TACAA champions advocacy, policy, and training to help agencies navigate change, secure resources, and maximize impact—ensuring every community has the support it needs to thrive.
